Every position costs gas twice — once to open, once to close — and twice more each time you move your range. Below a certain deposit those costs eat the fees entirely. This works out where that line sits, using what each pool actually paid over the last year rather than an advertised rate.
Gas is per chain because that is where the difference lives: the same transaction costs pennies on one chain and dollars on another. Opening and closing is 2 transactions; each re-centre is 2 more.
